The Lloyd Center business district in Portland, Oregon, has faced several significant challenges in recent years.
In addition to the impact of the COVID-19 pandemic, the long-standing vision of a redeveloped mixed-used commercial district has left a gap in public perception about the existing neighborhood.
For the last decade, the Lloyd Center lacked a defined identity and sense of place. Concerns about safety and crime contributed to the district's challenges at a time when the relationship with the surrounding community was fractured by emerging social and political tensions.
Urban planning and redevelopment is a years-long process. And developers often need to manage the public reputation of a high-value investment while determining how best to re-envision its future.
Since 2017, the team at Hubbell worked closely with property owners, investment groups, and the surrounding neighborhood to identify ways to communicate more effectively about these challenges. Our work helped raise public understanding that efforts are underway to revitalize the area.
This includes repositioning the property as a hub for local arts and community events – attracting small, art-focused businesses seeking lower rents and influence over the space’s future development.
In 2024, our client Urban Renaissance Group announced plans to redevelop the site, including the addition of residential, office, and mixed-use retail space.
