Hubbell Communications is a regional public affairs firm with an exclusive focus on building the next generation of sustainable communities. We help clients plan, design, and communicate about the role of critical infrastructure – including clean energy generation, digital infrastructure, and urban redevelopment.
Our work focuses on the systemic challenges of helping communities build new energy, transportation, housing, and digital connectivity. This puts us at the intersection of community development, land use planning, sustainability, and public-private investment in everything from renewable energy facilities to data centers to the revitalization of our downtown core.
The work we do is about building better communities. This means we help make progress that delivers critical economic benefits and services to make communities better places to live, work, and play – for everyone.

As a Project Manager, you will support Hubbell's project teams across a growing portfolio of complex land use, infrastructure, and development projects in Oregon, Washington, and Idaho — as well as some of our emerging work in states like Michigan, Utah, Wyoming, and Virginia.
You will work closely with senior members of the Hubbell team to help clients understand the landscapes in which they operate, anticipate challenges, communicate clearly, and keep projects moving.
You will be expected to contribute substantive research, writing, analysis, and project support across multiple client accounts. The right person will be curious, organized, adaptable, and comfortable moving quickly between very different issues and assignments.
In this role, you will be responsible for providing project teams and clients with:
Research and Analysis.
Conducting research on communities, elected officials, regulatory processes, organizations, stakeholders, public sentiment, and emerging issues. Developing landscape analyses, stakeholder profiles, background briefs, and other materials that help our teams and clients understand the environments in which they are working.
Writing and Content Development.
Drafting client memos, talking points, briefing materials, project fact sheets, FAQs, stakeholder communications, presentations, reports, and other written materials. Help translate complex technical, policy, or development information into clear and accessible language.
Media Monitoring + Digital Tracking.
Monitoring local news, public meetings, regulatory proceedings, community conversations, and other relevant sources for developments affecting our clients. Identifying emerging risks and opportunities and help our team understand why they matter.
Stakeholder and Community Engagement.
Helping develop stakeholder maps, outreach lists, briefing materials, meeting preparation, and other tools that support community engagement programs. Participate in stakeholder meetings, public hearings, open houses, and other community-facing activities as needed.
Project Coordination and Planning.
Working across multiple client teams to help move assignments from idea to execution. Tracking project needs and deadlines, prepare materials for meetings, conduct follow-up research, and identify information or decisions needed to keep work moving.
Quality Assurance.
Help ensure Hubbell's work is accurate, thoughtful, polished, and client-ready. Bring strong attention to detail to research, writing, presentations, and other deliverables.
Team Collaboration.
Work closely with colleagues across Hubbell's offices and practice areas, contributing wherever your skills and capacity can help advance the team's work. You should be comfortable shifting between clients, sectors, and assignments throughout the day.
Location is flexible, with ideal candidates able to office in either Portland, Oregon; Seattle, Washington; or Boise, Idaho. The role will require regular travel to regional offices and project sites in Oregon, Washington, and Idaho, as well as occasional travel for client meetings, events, and project work in the Pacific Northwest and in other states where we have emerging work.
Strong candidates will have worked in relevant industries for at least 5 years and demonstrated strength in the following areas:
Previous experience working in public affairs, public relations, communications, government affairs, planning, or related consulting is required. You should be comfortable working across multiple client accounts, balancing competing deadlines, and adapting quickly to changing priorities. Ideal candidates will have at least some experience working on issues at the intersection of energy, infrastructure, development and planning, and public policy.
Research and analysis. Strong research skills and an ability to quickly get smart on unfamiliar communities, policies, projects, and issues. You should be able to move beyond collecting information to identifying what matters and why.
Writing. Excellent writing and editing skills across memos, talking points, briefing documents, presentations, public information materials, reports, and regular client communications. Candidates will be asked to provide writing samples and to participate in a writing assessment with our team.
Organization and project management. The ability to manage multiple assignments and deadlines at once, keep track of details, communicate progress, and reliably follow work through to completion.
Curiosity and adaptability. An interest in learning new sectors and issues and the ability to move comfortably between different clients, communities, and subject areas. Strong interpersonal skills, good judgment, and the ability to represent Hubbell professionally with clients, partners, stakeholders, and members of the community.
