The Jordan Cove LNG project was a proposed liquefied natural gas (LNG) export terminal in Coos Bay, Oregon.
The proposed infrastructure for this development included a liquefaction terminal at Coos Bay and a pipeline (the Pacific Connector Gas Pipeline) to transport natural gas from the U.S. inland to the terminal.
The Pembina Pipeline Corporation brought the Hubbell team in when they began to encounter misinformation among local communities, tribes, and public officials in Oregon. In this role, Hubbell provided a localized team of on-the-ground community organizers, grassroots campaign staff, and communications support.
This project required numerous federal and state permits, including approvals from the Federal Energy Regulatory Commission (FERC), the U.S. Army Corps of Engineers, and the Bureau of Land Management (BLM).
After years of regulatory hurdles and legal challenges, the project received FERC approval in 2020.
Despite our success helping Pembina secure federal approval, the Oregon Department of State Lands and the Oregon Land Use Board of Appeals (LUBA) later denied necessary permits for the pipeline's construction.
